REGIONS TO BE CHEERFUL?

The ‘Forum for the Future’ organisation held a ‘Sustainable Development’ convention hosted by Jonathan Porritt CBE in the splendid City of London Guildhall on 19th April which was entitled ‘Celebrating Sustainable Development in the Regions’ and subtitled ‘Regions to be Cheerful’. Mr Porritt said Sustainable Development has a “governance gap“.

‘Sustainable Development’ is being progressively implemented into every level of government worldwide as a result of the ’Agenda 21’ of the 1992 Rio Summit. Agenda 21 is a comprehensive plan of action to be taken globally by organisations of the United Nations system, Governments and major groups in every area in which humans impact on the environment. However ‘Sustainable Development’ has become a ‘buzz’ term that refers to a political agenda rather than an objectively sustainable form of development.

The City Corporation’s Chairman of Policy and Resources  Michael Snyder's  introduction astutely cited the sustainable management of the 12,000 acres of open spaces in its care. Dr Anne-Marie Brouder of Forum for the Future said ‘world class regions’ must take global responsibility and this would entail taking a share of ‘environmental refugees‘. Among the panellists were Paul Bevan CEO of South East England Regional Assembly, Charles Coombs, Policy Support at the Welsh Assembly and Steve Micklewright of the World Wide Fund for Nature. Delegates broke into various ‘workshops’ each headed by a ‘facilitator’ to discuss how ‘sustainable development’ will be delivered through regional government. It appeared to us that these workshops were operating along the lines of the 'Delphi' consensus process* whereby pre-conceived plans are rubber stamped with some ease. Grants acquired from sources with questionable motives render the entire process of implementing Sustainable Development suspect.

Sustainable Development is strongly promoted on the supposition of man-made Global Warming. Experts who question fashionable wisdom and doomsday scenarios claim their work is being suppressed according to a May 1st report in the Sunday Telegraph. In January Dr Chris Landsea an expert on hurricanes with the US National Oceanographic and Atmosphere Administration resigned from the Intergovernmental Panel on Climate Change claiming that it was “motivated by pre-conceived agendas” and was “scientifically unsound”. Dr Benny Peiser, a senior lecturer at Liverpool John Moores University science faculty said “If political considerations dictate what gets published, it’s all over for science”.

PROTEST AT EAST OF ENGLAND REGIONAL ASSEMBLY MEETING AT NORWICH ON 24-07-03

There is to be a meeting of the East of England Regional Assembly (EERA) in Norwich on Thursday 24th July 2003. On that day the Assembly is due to adopt its new constitution. We believe that the meeting is being convened in Norfolk mainly because of the embarrassment that the Assembly, secretariat and regional apparatchiks are experiencing over the A47 affair. As you may know, important highway improvements to a dangerous part of the A47 in central Norfolk, endorsed by the Norfolk County Council and strongly supported by local people were vetoed by an offshoot of the Regional Assembly in Cambridge. The regional planning panel of the Assembly responsible for the veto is composed of four members from diverse parts of eastern England namely Luton, Cambridge, Southend and Norfolk. This business has clearly shown how local government is damaged and made remote, not enhanced by regional government.

Please do your utmost to attend a protest at Norwich on 24-07-03 to be held at the Norfolk County Council offices. The exact place and time of the Assembly meeting will not be available until 10 days before the meeting but will be published on their website (www.eelgc.gov.uk) Alternatively phone Robert Theobald on 01582 724644 for information on times, travel, rendez-vous, parking etc. We expect some dissidents to attend the EERA meeting in order to take notes.

Brian Smith, a parish councillor from Stanhoe near Kings Lynn informs us that Norfolk people, normally slow to anger, have got the bit between their teeth on this. The Eastern Daily Press have given the issue generous coverage including continuing coverage by an investigative reporter, therefore we anticipate media attention for our protest. I have numerous anti-regionalisation placards which I will bring to Norwich in my van but I expect Norfolk folk will be keen to produce their own, appropriate to this protest. Please make your placards clear, bold and simple in order that they show up properly in press photographs and TV coverage.

Dear Dissidents

Please make every effort to join us in a demonstration at this North West Regional Assembly Symposium to be held in Westminster, we have to show our opponents we mean business.  We now have the experience of our very successful Windsor demonstration behind us and will make an impact in Westminster near the heart of government.  We will have our loudspeaker van and will hand out leaflets.  There will be an 'international' flavour to the demonstration.

GO NORTH: The Case for Elected Regional Government

This symposium will look at the the case for regional Government and in particular examine why the North-West region should go forward to a referendum at the earliest opportunity.

This high level and timely 'symposium' will bring together 'experts' and 'key commentators' on regional government and devolution.  The event, supported by the CFER (Campaign for the English Regions), will be held under Chatham House Rules so that everyone who attends can actively contribute to the debate.  They claim that an expert panel has been invited to help focus the debate and discussion and answer points raised from the floor.

A resistance event is planned for the Constitutional Convention convened at New Hall, Cambridge.  Tel 01582 724644 and speak to Robert Theobald.  A number of activists have obtained tickets to obtain entry to the meeting but the deadline for this may have now expired (please ask Robert).  Nevertheless a demonstration and leaflet hand out is planned to take place outside New Hall so everyone is most welcome.  This should commence at around 9.30 am (please speak to Robert or Bryan Smalley on 01279 842185)
