Now read on to find out more about this bureaucratic, unaccountable monster created by Central Government that you pay for.

SEERA (South East England Regional Assembly) is a limited company that quotes Constitutional powers 8.2.1 to 8.2.3 “to enter into contracts on behalf of the Company; to borrow and raise money without limit as to the amount … to mortgage or charge its undertaking and property as security for any debt liability or obligation …”.  SEERA is a voluntary body unaccountable to you, the taxpayer.  Your Local Council subscribes to it voluntarily in order to be included in so-called ‘debates’, however, by numerous Parliamentary Bills John Prescott has transferred all final decisions to himself.

JOHN PRESCOTT’S TAKEOVER

Prescott made the final decision to build 28,900 new houses to be built per year for 20 years in the South East.  Paul Bevan, Chief Executive of SEERA, admitted that “There is a huge body of opposition to the proposals”.  Local Councils can expect outraged residents when concreting over the South East commences in 2006, likely to start in Milton Keynes and the Aylesbury Vale.  Tensions will be aggravated by the DPM’s decisions to overturn 111 travellers’ site rulings, together with an influx of European gypsies, spearheaded by the French.  Gypsies on the European Continent, who are suffering police harassment with mass expulsions, are attracted by Britain’s “soft touch” legal system. 
 
INFRASTRUCTURE COSTS

Infrastructure costs for 587,000 new houses in the South East are estimated at £30 billion.  As there is insufficient water for the current population, how can we cope with another million people?  All essential services such as sewage, NHS, schools, police, fire service, electricity and roads etc are equally overburdened.  Government funding will cover only the first two years of building. A revaluation of property in this region will commence in July 05 with warnings that our Council Taxes are likely to be hiked by at least one price Banding.  Labour voting northern areas will be subsidised from the proceeds.

ROAD TOLLS

Plans are in place, using Galileo satellites, to charge motorists between 2p and £1.34 a mile each time we use our roads.  This is an EU-wide scheme planned many years ago and an important part of its purpose is to provide the EU with an independent source of income worth billions of euros a year, confirmed by EC directive 2004/52 on setting up a “European electronic toll service”.  It is not a British idea.

ENGLISH COUNTIES BECOME PART OF FRANCE

EU integration is being planned by Hampshire and West Sussex County Councils, Southampton City Council and the Isle of Wight Council. This is part of the next tier of EU mega-regions putting parts of Sussex with Normandy and parts of Kent with Calais.  Agreement was reached to obtain extra EU funding to implement the European Union’s maritime policy in the English Channel.  County Councils and regional authorities compete with each other in Brussels for their share of EU funding allocated back to the UK.  We finance the EU to the tune of £400,000 a week per English constituency.  Areas listed for cross-border cooperation under EU direction includes transport, tourism, trade, accessibility, air quality, coastal erosion, waterfront development, climate change, bio-diversity, IT, R&D, water, waste management and health, culture and education infrastructures.  The mega-regions break up nation states.

WILL LOCAL GOVERNMENT BE PRIVATISED?

East Riding of Yorkshire has given the go-ahead for a Public Private Partnership (PPP) with Arvato AG for them to administer the Council’s services and duties.  The 8 year contract includes a regional business centre built for the provision of services to the public and private sectors and is expected to create 1,000 new jobs.  Salaries and pensions are expected to fall on Council Taxpayers.  The German firm Arvato AG is a totally owned subsidiary of Bertelsmann AG.  The firm regards the plan as a “pilot project of strategic importance” for its expansion into a multi billion euro market (estimated at £6.7bn in GB).  All of the European Member States now have regions, with Germany retaining those set up after WWII, and  privatisation of local services has proved to be a disaster for nations where enforced.

HIDDEN DEBTS THAT YOU WILL PAY LATER

Gordon Brown is running an invisible deficit due to hundreds of Public Finance Initiatives (PFI) signed in recent years.  Under this initiative private firms build and sometimes manage public assets such as schools, hospitals, government buildings, transport, and defence projects.  The companies are paid back a guaranteed amount by the taxpayer over a contract period; the accrued debt is now well over £100 billion.

WHAT IS SUSTAINABLE DEVELOPMENT?

‘Sustainable Development’ is promoted as ways to counter balance man-made Global Warming.    Scientifically, celestial bodies influence earth’s weather pattern by gravitational interference, especially the solar activity of the sun.  Even if all the Kyoto Protocol targets are fully met, at the end of this century the Ice Cap would merely take 6 years longer to melt.  Scientists have been banned from media articles to state their findings.  Politicians and bureaucrats are exploiting man’s fear of the environment to implement unpopular laws and personal restrictions which would otherwise be soundly rejected.  Earth is in good shape and is far from being in peril.  See website www.freedom21santacruz.net  - this is happening around the world to introduce global government.  Expect: water meters to be compulsory; a Personal Allowance Energy Card for 1kg per day of carbon emissions, and a United Nations tax on petrol.

‘Sustainable Development’ is a buzz term motivated by pre-conceived agendas formulated at the UN Sustainable Development Agenda 21, and successive Earth Summits.  John Prescott’s contentious proposal for massive house-building in the over-crowded South East is contrary to the UK Kyoto Protocol targets to reduce CO2’s.

Education has played a vital role to “enlist and empower children and youth in reaching for sustainability”.  Even a cursory look at the mandated curriculum being taught in school classrooms reveals that the doctrines of Sustainable Development appear in every subject.

WHAT CAN WE DO?

We need to restore liberty through an orderly transition directed by reason and respect.  Write to your Local and County Councils requesting that they cease voluntary subscriptions to the SEERA.  Mention issues such as it is a voluntary body; the Council’s participation is unnecessary and you object to your Council Taxes being spent on an unwanted additional tier of government that weakens and reduces their control of local services.    You pay Council tax for local issues only and Eric Pickles, Conservative Local Government Secretary, has pointed out that councils which withdraw would not lose out, because their relevant Assembly would still have a duty to consult them on planning matters etc.  Furthermore, SEERA is a bureaucratic body and does not recognise democratic or accountable public duties as Councils do. 

Campaign for an Independent Britain, the UK Independence Party, Democracy Movement and The Freedom Association believe that it would greatly benefit the populace if powers were restored to local authorities that are democratically accountable to residents.

Thank you for your reply and comments of 24th May to mine of 15th May which I received via the secretary of Alan Moore, Head of Regional Planning and Transportation. At your suggestion I am writing to the Chairman of St Albans City & District Council, Cllr Robert Donald requesting the circumstances of Bishop Christopher’s Chairmanship of the meeting, and if he declared an interest, taking into account the Church of England’s ownership of considerable land & property throughout England.

Thank you for stating that you had no interests to declare.

I would be most grateful if you could clarify a further matter for me, namely the status of staff working for the Regional Assembly.

Kindly inform me how many Planning Team members and other staff are employed by the East of England Regional Assembly and have they been recruited on permanent and pensionable terms? If they have indeed been thus recruited, their employment may not be legal. Perhaps you may decide to look at this.

EERA is funded by voluntary subscription from local authorities and grants from the ODPM. Neither is guaranteed to continue and thus the Assembly is not properly able to enter into financial engagements beyond the current allocations. But permanent and pensionable posts place obligations on employers, ie in this case on the public purse, into the future. The Assembly has no authority to make such commitment. Only elected bodies are enabled to put forward loading on public money. EERA is not an elected body.

Thankyou for your further letter of 3 June.

In relation to the additional matter you raise I can let you know that EERA's Regional Planning Team comprises 8.5 full time equivalent posts and 3 part time consultants.  All the EERA staff are on normal contracts of employment and are able to take advantage of pension arrangements operated through Cambridgeshire County Council.  I have absolutely no concerns about the legality of these arrangements and should the Assembly require to be wound up  then there is provision for apportioning the liabilities which would fall on the constituent member authorities detailed in the Assembly's Constitution.  My understanding is that this arrangement is not only fair to the employees concerned, but in any  event a succession of short term fixed term contracts would be regarded in law as a continuing contract and would attract the same overall liabilities.

ENGLAND'S TOURIST BOARD IS ABOLISHED (they say 'merged')

To those people who still deny that the regionalisation of Britain is bad news for England then consider this.  England no longer has its own national tourist board.  It has been abolished (the authorities use the word 'merged') as a direct result of the regionalisation of Britain.  Quite by chance the editor of this website, discovered that Wales and Scotland have their own national tourist boards and websites promoting their countries exclusively, whilst England's (which was called the English Tourism Council) was 'merged' with the British Tourist Authority on 1 April 2003.  It's one of those 'mergers' that results in one partner losing it's identity for the new organisation is now called VisitBritain.  I sent an e-mail using the feedback form on VisitEngland.com and, true to form, the reply was received from a Visit Britain website address and an email plastered in the term 'Visit Britain' but not a mention of 'Visit England'.  After an exchange of emails, Visit Britain advised me 'Wales and Scotland have their own assemblies and agendas for promoting themselves here.  The decision was made by the DCMS to merge ETC and BTA'.  I was referred to www.culture.gov.uk the website of the Department for Culture, Media and Sport if I wanted any more information.  Visit Britain will now be responsible for promoting tourism in England, in their own words they will 'market Britain to the rest of the world and England to the British' which begs the question who is going to market England to the rest of the world, and why should Wales and Scotland benefit from the marketing of this new London based organisation if they have decided to keep their own national tourist boards. The systematic destruction of England is occuring before our very eyes, they are eradicating us from the map, yet expect us to pay towards the upkeep, assemblies, and now the tourism of Wales and Scotland and then have the affront to tell us that regional government is good for our nation! Have you ever felt like a second class citizen?  E-mails are listed below.

I was a little concerned and confused to hear of the 'merger' of the English Tourism Council and the British Tourist Authority which has created a new organisation VisitBritain.  Do the English still have a separate Tourist board i.e. is there an English Tourist Board? I notice there is still a Scottish Tourist Board and a Welsh Tourist Board.  Were they asked to 'merge' into the new VisitBritain organisation.  I await your advices and thank you for your attention to this.

Thank you for your e-mail.  VisitBritain is the new organisation, created on 1 April, to market Britain to the rest of the world and England to the British. Formed by the merger of the British Tourist Authority and the English Tourism Council, its mission is to build the value of tourism by creating world class destination brands and marketing campaigns. It will also build partnerships with - and provide insights to - other organisations which have a stake in British and English tourism.

VisitBritain works in partnership with the national tourist boards in England, Northern Ireland, Scotland and Wales to promote an attractive image of Britain. It provides impartial tourism information and gathers essential market intelligence for the UK tourism industry.

Thanks for the swift response - you say that you work with the national tourist boards of England, Scotland and Wales.  I can find the national tourist board websites of Scotland and Wales i.e. visitscotland.com and visitwales.com but I can't find the national tourist board for England - i.e. visitengland.com is one of your own addresses - so do you know the official website address for the England Tourist Board or details of where they can be contacted - await your advices - many thanks.

As explained, the English Tourist Commission (ETC) as they were known no longer exist.  Promoting England domestically has been brough under the remit of specific departments within VisitBritain.  www.visitengland.com is the consumer facing website.

Thank you - that was the point I was trying to make.  There are still completely separate national tourist boards for Scotland and Wales which have not been 'merged' like the English into the new organisation VisitBritain.  Why have the Scottish and Welsh tourist boards not been merged into the new UK organisation? Or did they refuse? Await your advices - many thanks..

Wales and Scotland have their own assemblies and agendas for promoting themselves here.  The decision was made by the DCMS to merge ETC and BTA.
